Applying for Aid
The Financial Aid Office is in constant contact with students via their FTCC student email. As soon as the data from the students’ Free Application for Federal Student Aid (FAFSA) is received from the Department of Education, an email from FTCC is sent to inform students that their information has been received and the next steps to take. (The confirmation email students receive from the Department of Education confirms the FAFSA has been submitted. The email from the Department of Education is not a confirmation that aid is packaged at FTCC.)
Real-time financial aid data, such as missing documents, Satisfactory Academic Progress (SAP) status, offer information, Pell lifetime eligibility, loan history and amounts, etc. is available in Self-Service. Students are encouraged to check their email and Self-Service accounts regularly. Stop by Financial Aid Office in the Tony Rand Student Center, Room 3, for assistance.

Satisfactory Academic Progress
Federal and state regulations require an institution to establish a reasonable satisfactory academic progress (SAP) policy to determine whether an eligible student is progressing satisfactorily in his or her academic program to receive assistance under the Title IV, Higher Education Act programs. A student is expected to maintain a minimum level of progress towards completion of a degree, diploma, or certificate program that is eligible for financial aid.
In order to be eligible for financial aid, students must meet the minimum guidelines:
- Qualitative Standard – Must not be suspended according to the College’s academic suspension procedure. In addition, a student must maintain a cumulative Grade Point Average (GPA) of 2.0.
- Quantitative Standard (financial aid pace) – Completion of a minimum percentage of work is measured to ensure that a student completes his or her program of study within the maximum timeframe allowed based on the published length of the student’s academic program. The number of hours attempted is defined as the total cumulative number of credit hours for which you were enrolled at the generic 10% point of each term. The total number of hours earned is defined as the total cumulative number of credit hours for which the student received a passing grade as noted on the student’s academic transcript. Must earn 67% of the total cumulative credit hours attempted (including all transfer credits). For example, if the student attempted 30 credits, he or she must earn at least 20 credits of the 30 credits attempted (30 x 67% = 20).
- Maximum Time Frame – Must complete a program of study in a timeframe not to exceed 150% of the published length of the program, excluding the first 30 attempted credit hours of developmental education. This will be measured in credit hours (e.g., if the academic program length requires 60 credit hours, then the maximum time frame cannot exceed 90 credit hours attempted). Transfer credits accepted by FTCC from other institutions are included in the maximum timeframe calculation.
- Monitoring – The Financial Aid Office will monitor satisfactory academic progress every semester (including summer).
- Change of Major – Students who change their major are still responsible for maintaining satisfactory academic progress according to the policy as outlined. A review of satisfactory academic progress will be based on the student’s program of study. Changing from an associate degree program to a diploma or a certificate program may result in a student losing their federal and state eligibility.
Professional Judgements
The FAFSA Simplification Act distinguishes between different categories of professional judgement by amending sections 479 A of the HEA.
Special Circumstance
Special Circumstance refers to the financial situations (loss of job, etc.) that justify an aid administrator adjusting data elements in COA (cost of attendance) or in the EFC calculation.
The law gives some examples of special circumstance that MAY be considered (HEA Sec. 479A):
- Change in employment status, income, or assets
- Change in housing status (e.g., homelessness)
- Tuition expense at an elementary or secondary school
- Medical, dental, or nursing home expense not covered by insurance
- Child or dependent care expense
- Severe disability of the student or other member of the student household
- Other changes or adjustments that impact the student’s cost or ability to pay for college
Unusual Circumstances
Unusual Circumstances refer to the conditions that justify an aid administrator making an adjustment to student’s dependency based on a unique situation (e.g.). human trafficking, refugee, or asylee status, parental abuse or abandonment, incarceration) more commonly referred as a dependency override.
Unusual Circumstance do include:
- Human trafficking, as describe in the Trafficking Victim Protection Act of 2000 (22 U.S.C. 7101 et Seq.)
- Legally granted refugee or asylum status
- Parental abandonment or estrangement; or
- Student or parent incarceration
Unusual Circumstance do not include
- Parents refuse to contribute to the student’s education
- Parents will not provide information for FAFSA or verification
- Parents do not claim the student as a dependent or income tax purposes
- Student demonstrates total self-sufficiency
Criteria for Special Circumstance or Unusual Circumstance
- Complete the FAFSA application for appropriate academic year (studentaid.gov)
- Once FAFSA is processed and awarded, then log into financial aid e-form to complete Adjustment to EFC or Dependency Status Petition form.
- Please remember you must provide all required documentation for your special or unusual circumstance to be processed.
- Special and Unusual Circumstance are processed in the order in which they are received.
- Students will be notified by email or letter once a decision has been made on their request.
